Supreme Council for Education and Student Affairs Holds Its Regular Meeting

The Supreme Council for Education and Student Affairs held its regular meeting under the chairmanship of Dr. Mostafa Refaat, Secretary of the Supreme Council of Universities, in the presence of a number of university presidents and vice presidents for education and student affairs. The meeting took place at the headquarters of the Supreme Council of Universities at Cairo University.

The Council discussed a number of key topics, most notably emphasizing adherence to the Cabinet’s decision on rationalizing expenditures, including organizing events within permitted timeframes and promoting energy conservation.

The Council also reviewed a presentation delivered by Dr. Ola Adel, Head of the Executive Committee of the German Language Expansion Initiative, on the progress achieved within the initiative. The presentation highlighted key accomplishments since its launch, implementation steps, and recent developments, including the training of 108 faculty members, as well as the provision of training opportunities and scholarships—both domestically and abroad—for outstanding students and faculty members.

The Council called on vice presidents for education and student affairs to intensify efforts to register all student activities held at Egyptian universities—whether inter-university flagship events or internal university activities—on the activities registration platform available on the Supreme Council of Universities’ website. This platform serves as the official institutional showcase for public universities and the Ministry of Higher Education, highlighting universities’ contributions to community service, raising awareness of national and societal issues, and achieving sustainable development goals. It also documents activities as an official reference and supports the evaluation of their educational and societal impact, with an emphasis on accuracy and careful data selection.

The Council also reviewed a report submitted by Dr. Karim Hammam, Advisor to the Minister for Student Activities, and Dr. Omar Salem, Director of the E-Services and Knowledge Center, regarding the assignment issued in the previous session to select the top three videos submitted by universities addressing bullying. The results were as follows: first place was awarded to Cairo University for the film “Dignity and Humanity – A Red Line”; second place to Kafr El-Sheikh University for the film “Be Together – Face of the Moon”; and third place to Fayoum University for the film “I Feel Aloon.” The winners will be honored in the next session.

The Council also approved the recommendations of the High Executive Committee overseeing the implementation mechanisms of the “Mawadda” project for preparing individuals about to marry, held on March 26, 2026. It reviewed the progress achieved during the previous period, noting that 925 training sessions were conducted across 245 faculties in 27 public universities, benefiting a total of 77,563 students.

Regarding students with disabilities, 49 training sessions were conducted across 7 universities, benefiting 1,247 students, of whom 69.5% were female and 30.5% male. Students with disabilities constituted approximately 33.1% of the total participants. Some universities implemented these trainings within disability service centers—such as Assiut, Alexandria, and Qena—which had a significant positive impact on accessibility.

The Council also reviewed proposals for upcoming training sessions, in addition to plans to stage 10 theatrical performances in collaboration with the “Mawadda” project and Egyptian universities. These performances aim to address key issues related to the Egyptian family, including the concept of marriage, criteria for choosing a life partner, the objectives of marriage, family challenges and ways to address them, and the importance of pre-marital medical examinations—all presented in an engaging and appealing format for students.

Furthermore, the Council emphasized the importance of raising awareness among university students about the Egyptian Student Engagement Survey (ESSE), which targets final-year students in the 2025/2026 academic year. The survey aims to measure the quality of educational services at universities, strengthen communication channels between students and their institutions, promote a culture of participation and constructive engagement on campus, and generate accurate indicators on the quality of education and academic and professional support—ultimately contributing to the development of higher education in line with international quality and accreditation standards.
