Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, directed the preparation of a blacklist of fraudulent entities that falsely claim accreditation and issue accredited degrees without obtaining the necessary licenses. This list will be made public to students and their parents as part of preparations for university and institute admissions for the 2025/2026 academic year.
This initiative is part of a decisive campaign against these fraudulent entities operating without a license from the Ministry of Higher Education and issuing degrees not accredited by the Supreme Council of Universities. Students and their parents fall victim to these schemes. The blacklist of these fraudulent entities has been published on the Ministry of Higher Education's official website and its official social media pages, allowing students and parents to become aware of these entities nationwide.
Dr. Gouda Ghanem, Head of the Education Sector, explained that the Judicial Control Committee continues to pursue these fraudulent entities across the country in cooperation with the Administrative Control Authority and all relevant state agencies. To ensure that parents and students are not exploited by these fraudulent entities, the Ministry of Education announced that the Judicial Control Committee will expand its operations in the coming period. This expansion will be based on reports received from the Administrative Control Authority, all relevant state agencies, the Media Monitoring Committee of the General Directorate of the Media Office, and the Ministry's official spokesperson, in order to continue pursuing these entities. The Ministry emphasized that the education sector places great importance on monitoring and tracking any fraudulent entities conducting educational activities without a license. It noted that there is ongoing cooperation with relevant authorities to apprehend these establishments and take the necessary legal action against them, all within the framework of maintaining the quality of education and ensuring that students receive accredited certificates.
The Ministry added that it receives reports regarding any fraudulent entities and works to verify them immediately. Judicial control teams also conduct surprise visits to detect any violations. The Ministry affirmed that it will not tolerate any fraudulent entity that harms the interests of students and will continue its efforts to ensure a sound educational environment.
Dr. Adel Abdel Ghaffar, the Ministry's Media Advisor and Official Spokesperson, stated that the Ministry's Media Office and Spokesperson's Department has published a list of accredited higher education institutions in the Arab Republic of Egypt. This list has been disseminated through all media outlets, the Ministry's official website, and its social media pages. He noted that the list is continuously updated in accordance with presidential decrees establishing new higher education institutions and ministerial decrees regarding the commencement of studies at these institutions. He added that this has contributed to raising awareness among parents and students about the institutions authorized to provide higher education services in Egypt.
The spokesperson further stated that the Ministry's Media Office continues to monitor the media and advertising content of fraudulent entities that illegally engage in higher education activities and falsely claim to grant academic degrees accredited by the Supreme Council of Universities through websites and social media platforms. These entities will be referred to the Judicial Control Committee for appropriate action in cooperation with the relevant state authorities.
