Dr. Ahmed Rostom, Minister of Planning and Economic Development; Dr. Abdel Aziz Konsowa, Minister of Higher Education and Scientific Research; and Mr. Ahmed Kouchouk, Minister of Finance, held a coordination meeting to discuss mechanisms for supporting public and national universities, within the framework of strengthening the role of higher education institutions in achieving comprehensive development goals.
The meeting addressed mechanisms for providing sustainable financing and developing educational and research infrastructure to improve the quality of the educational process and align its outcomes with labor market needs. Discussions also covered ways to maximize the benefits of investments directed toward the higher education sector through improving spending efficiency and linking funding to performance indicators to ensure the best developmental return.
Dr. Ahmed Rostom emphasized that developing the education system represents a fundamental pillar for advancing human development, noting that the state places improving education quality and ensuring equal educational opportunities among its top priorities as part of implementing Egypt Vision 2030.
He added that quality education contributes to building the capacities of Egyptian citizens, enhancing their skills, and improving their opportunities in the labor market, thereby supporting sustainable economic growth and helping build a society based on knowledge and innovation.
Dr. Rostom further noted that the state’s investment plan gives increasing attention to the higher education sector as one of the key drivers for building human capital and supporting a knowledge-based economy.
He explained that the ministry is directing investments according to national planning priorities in a way that enhances the efficiency and competitiveness of universities, including support for national and technological universities and the development of research infrastructure, contributing to the graduation of qualified cadres capable of supporting the state’s comprehensive development efforts.
For his part, Dr. Abdel Aziz Konsowa affirmed that national universities represent a key pillar in developing the higher education system and a major supporter of the state’s efforts to build an economy based on knowledge and innovation.
He pointed out that expanding the establishment of national universities contributes to providing high-quality education and modern academic programs that align with labor market requirements, thereby preparing qualified graduates capable of competing regionally and internationally, alongside developing sustainable financing models in partnership with the private sector.
The Minister of Higher Education and Scientific Research also stressed the importance of linking scientific research with industry, directing it toward applied research, and transforming its outputs into implementable applications and products through supporting business incubators and adopting the “Technology Valleys” model, thereby enhancing innovation and the competitiveness of the national economy.
He affirmed that coordination with the Ministries of Planning and Finance comes within the framework of an integrated vision to transform Egypt into a regional and international hub for higher education and scientific research, while supporting sustainable development efforts and human development.
Mr. Ahmed Kouchouk, Minister of Finance, affirmed the ministry’s commitment to providing all forms of support to the higher education sector and ensuring the availability of the necessary financing to sustain its development.
He referred to the ongoing coordination with relevant entities to develop innovative financing frameworks that support the expansion of educational projects and enhance spending efficiency, contributing to the achievement of Egypt Vision 2030 goals.
Kouchouk explained that the ministry is working to develop practical and flexible solutions for financing higher education projects in a way that supports expansion and development plans without compromising financial sustainability.
He also stressed the importance of maximizing partnerships with the private sector, adopting innovative financing mechanisms, and improving resource management efficiency to ensure the best economic and social return from investments directed to this vital sector.
During the meeting, the ministers emphasized their commitment to resolving financial overlaps among national entities in a manner that supports the state’s efforts to achieve comprehensive development and reinforces the role of the National Investment Bank as the investment and developmental arm of the Egyptian state.
The ministers indicated that these steps reflect the state’s determination to implement the National Structural Reform Program, improve the efficiency of public financial management, reduce burdens on the state budget, and enhance efforts to reutilize underutilized assets in support of growth and employment rates, while increasing the competitiveness and efficiency of the Egyptian economy.
