Minister of Higher Education Signs Memorandum of Understanding with Hiroshima University of Japan to Support International Educational Cooperation
Minister of Higher Education Witnesses the Signing of the Executive Agreement for the Dual Master’s Program Between Egypt-Japan University of Science and Technology and Hiroshima University
Dr. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research, signed a Memorandum of Understanding (MoU) with Hiroshima University of Japan in the field of international educational cooperation, within the framework of supporting the Egyptian-Japanese educational partnership and enhancing pathways for preparing distinguished Egyptian cadres in advanced scientific and technological fields.
The Memorandum of Understanding was signed on behalf of the Egyptian side by Dr. Abdelaziz Konsowa, Minister of Higher Education and Scientific
Research, and on behalf of Hiroshima University by Dr. Mitsuo Ochi, President of Hiroshima University.
The signing ceremony was attended by Dr. Khaled Abdel Ghaffar, Minister of Health and Population; Mr. Mohamed Abdel Latif, Minister of Education and Technical Education; Mr. Gohar Nabil, Minister of Youth and Sports; Major General Mohamed Fouad Aboul Fotouh, Deputy Director of the Military Academy; Dr. Hany Helal, Secretary-General of the Egypt-Japan Education Partnership Initiative; Mr. Iwai Fumio, Ambassador of Japan to the Arab Republic of Egypt; Dr. Mohamed Sami Abdel Sadek, President of Cairo University; and Dr. Amr Adly, President of the Egypt-Japan University of Science and Technology (E-JUST).
The ceremony also witnessed the signing of the executive agreement for the dual master’s degree program between Hiroshima University and the Egypt-Japan University of Science and Technology (E-JUST). The agreement was signed on behalf of E-JUST by Dr. Amr Adly, President of the University, and on behalf of Hiroshima University by Dr. Mitsuo Ochi, President of the University.
The Memorandum of Understanding aims to enhance academic and research cooperation between both sides and provide advanced educational opportunities for Egyptian students in postgraduate programs at Hiroshima University, with a focus on priority development fields, particularly semiconductor technology, engineering, and advanced scientific and technological disciplines.
The memorandum includes support for implementing a dual master’s degree program between E-JUST and Hiroshima University, under which accepted Egyptian students will receive two master’s degrees — one from Hiroshima University and the other from E-JUST — upon fulfilling the academic requirements approved by both institutions.
The memorandum also stipulates the allocation of 10 annual scholarships for Egyptian students accepted into the program. The scholarships will cover tuition fees, accommodation, travel, insurance, and essential living expenses during the study period in both Egypt and Japan, thereby ensuring a supportive environment for outstanding students and enhancing their opportunities to integrate into advanced international academic and research environments.
The program is scheduled to begin with the October 2026 cohort through three consecutive intakes, supporting the establishment of a sustainable academic cooperation pathway between Egypt and Japan through 2030.
Dr. Abdelaziz Konsowa affirmed that this signing reflects a broader vision adopted by Egypt in recent years to transform higher education into an interconnected global system that enables Egyptian universities to compete internationally. He noted that the partnership between Egypt and Japan in higher education has become a distinguished model of international academic cooperation through the Egypt-Japan University of Science and Technology, which represents one of the most successful examples of strategic educational cooperation between the two countries.
The Minister added that the Ministry is keen on expanding cross-border education by supporting Egyptian universities in establishing branches abroad through encouraging leading Egyptian institutions to build academic partnerships, research networks, and university branches outside Egypt, in addition to expanding the establishment of branches for prestigious foreign universities within Egypt. This contributes to creating a new generation of education, granting dual academic degrees, offering modern study programs aligned with labor market needs, and positioning Egyptian universities as centers of academic excellence, research, and innovation.
Dr. Ayman Farid, Assistant Minister and Head of the Cultural Affairs and Missions Sector, explained that the Memorandum of Understanding reflects the depth of Egyptian-Japanese relations in higher education and supports the pivotal role of E-JUST as a distinguished model for academic and research cooperation between the two countries and as a platform for developing advanced educational and research programs that respond to development needs in Egypt and the region.
Dr. Ayman Farid further noted that this step comes within the framework of the Egyptian state’s orientation toward linking higher education and scientific research with national priorities, the needs of the knowledge economy, and the requirements of the modern industrial revolution through building international partnerships with clear practical impact that contribute to preparing Egyptian cadres capable of competition, innovation, and supporting the localization of advanced technology.
