Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, held a meeting with the presidents of national universities affiliated with public universities to discuss ways to enhance the academic and administrative performance of these universities. The meeting, attended by Dr. Maher Misbah, Secretary of the National Universities Council, took place at the Private Education Building in New Cairo and focused on the unified internal regulations for organizing the work of national universities affiliated with public universities, as well as preparations for the upcoming academic year.
The Minister emphasized that national universities are essential to achieving the National Strategy for Higher Education and Scientific Research 2030. These universities offer a variety of high-quality educational programs and interdisciplinary specializations that meet the changing demands of the job market. He highlighted that these universities create an environment conducive to innovation, provide the necessary infrastructure for applied scientific research, and contribute to the expansion of higher education, research, and innovation. Moreover, they help accommodate the increasing number of students, ensuring that graduates are well-prepared to compete in local, regional, and global job markets while meeting sustainable development goals.
The Minister praised the significant support provided by the political leadership to national universities and stressed the importance of achieving integration among various higher education institutions in Egypt and expanding international partnerships. This integration will enhance the ability of national universities to offer high-quality educational and research services that contribute to sustainable development. He emphasized the need to leverage the expertise and capabilities of national universities affiliated with public universities to drive development across various fields. He also pointed out the importance of continuing efforts to achieve the strategic objectives of higher education by fostering an environment that promotes creativity and innovation and enhancing cooperation between the academic and industrial sectors to address societal challenges.
Dr. Ayman Ashour also underscored the importance of building strong partnerships between national universities, government institutions, and civil society to maximize the potential of these universities in serving the community.
The Minister commended the success of the new national universities affiliated with public universities, noting the increasing interest from students in enrolling. He directed the completion of all preparations for the start of the new academic year.
During the meeting, Dr. Atef Omar, the Minister’s Legal Affairs Advisor, presented a detailed overview of the committee's work in drafting the unified internal regulations for the operation of national universities affiliated with public universities. The regulations consist of 7 chapters, 30 sections, and 212 articles, covering the procedures for selecting members of the boards of trustees, university presidents and their deputies, forming councils, and student admission mechanisms.
The Minister expressed his gratitude to everyone involved in preparing the new organizational regulations for the national universities affiliated with public universities, stating that the launch of these new regulations will contribute to improving the institutional performance of these universities and enhancing their competitiveness regionally and internationally. He added that the regulations aim to establish general frameworks for the operation of these universities, ensure competitiveness among them, encourage the provision of innovative academic programs that meet job market needs, and create an environment that fosters creativity and innovation.
The meeting was attended by officials tasked with acting as presidents of national universities, seven presidents of public universities in the process of establishing national universities, Dr. Mustafa Refaat, Secretary of the Supreme Council of Universities, Dr. Ayman Farid, Assistant Minister for Strategic Planning and Training for the Labor Market, Dr. Mohamed El-Sharkawy, Assistant Minister for Policies and Economic Affairs, Dr. Atef Omar, Legal Affairs Advisor to the Minister, and Mr. Mohamed Ghanem, Head of the Central Administration of the Minister’s Office Affairs.
